Individual speakers shall be allowed 3 minutes to address the Board on non-agenda items. The Board shall limit the total time for public input on each item to 20 minutes. With Board consent, the president may increase or decrease the time allowed for public presentation, depending on the topic and the number of persons wishing to be heard.." Board Policy (Bylaw) 9323. There will be no Board discussion except to ask questions or to refer the matter to staff and no actions will be taken unless listed on the agenda.

4.1 Public Hearing Acceptance of State Categorical Funds and Implement Flexibility Authorized By SBX3-4 For Fiscal Year 2012/2013     
  The Budget trailer bill (SBX 3 4) gave local school agencies the authority to use the funds received from the state for "any educational purpose, to the extent permitted by federal law. The flexibility provisions of these funds are authorized through 2014/15 As a condition of receiving Tier III funds a public hearing must be held each fiscal year.  This is a designated time for the public to ask questions or make comments concerning the receipt of the flexibility funds.  Notice is hereby given that a Public Hearing will be held as follows:

  Per California Education Code 42127, on or before July 1 of each year the governing Board of each school district shall hold a public hearing on the budget to be adopted for the subsequent fiscal year.  This is a designated time for the public to ask questions or make comments concerning the 2012/2013 District Budget.  Notice is hereby given that a Public Hearing will be held as follows:
